Having been formerly Emperor of the 1st level of Hell, he was found to be to lenient. Way too many spirits were traversing the Golden Bridge to Heaven.
The Jade Emperor placed Qin Guang Wang in command of Judgment (1st level of hell) and designated Bao Yan Luo to the 5th level of Hell of Wailing, and Boiling.
He found his new position quite appealing for he rather enjoyed tormenting poor souls.
