Bi Bian Cheng is the chief of the 6th level of the Chinese hell.

Ao-Jun Dragon King

Ao-Jun was apparently a 2 faced Dragon King who ruled over the Western Ocean.

The Western Ocean known as The Green Sea today is really quite small for such a great Deity.

He was one of several Long-Wang Dragon Kings in Chinese Culture.
